The Department is looking for candidates with the following qualifications, in order of priority:
- Bachelor’s degree and completion of a State-Approved Teacher Education Program (SATEP), a full teacher-training program that includes student teaching in a Grade K-12 setting.
- Bachelor’s degree from an accredited college/university.
Applications are accepted each school year from July 1 to March 15.
Hiring Process
- Submit an online application.
- Priority schools review applications and may contact applicants for interviews or additional information.
- Receive a hiring decision and instructions for submitting required pre-hire documents.
- Complete fingerprinting and background checks at the school’s district office. Applicants cannot begin working until this process is completed and clearance is granted.
- Receive notification to start work.
IMPORTANT: All application correspondence is sent via email. Applications that remain incomplete by April 15 will be withdrawn automatically.
Requirements
1. Substitute Teacher Certification
Not required for those who have completed a State-Approved Teacher Education Program (SATEP).
Required for those with a bachelor’s degree but no teacher training (must complete a certification program with a passing score of 80% or higher).
Required for applicants with less than a bachelor’s degree (minimum of a high school diploma or equivalent, plus completion of a certification program).
Substitute teacher certifications are valid for five years and must be renewed to continue employment. Certifications may be obtained using one of the following programs:
- Substitute Teaching Division Subskills
- The Master Teacher: Substitute Teacher Online Training
- University of Hawaiʻi at Mānoa (UHM), College of Education (COE)
2. Transcripts
Official transcripts are required to be submitted with the application.
The Department does not evaluate foreign credentials. Applicants must obtain an evaluation of foreign credentials from:

3. Tuberculosis (TB) Test Clearance
A valid TB test clearance certificate dated within one year of the application date is required.
IMPORTANT: All documents submitted become the property of the Department and will not be returned.

wages & Benefits
Substitute teachers are paid a daily rate based on their qualifications. They are not eligible for the Employees’ Retirement System but may participate in a 403(b) Kế hoạch Trợ cấp Trọn đời được Bảo vệ Thuế (TSA). Tiền lương phải chịu thuế An sinh xã hội và Medicare.
