School-Level Educational Officers (Principals, Vice Principals)
All school-level educational officers must hold a valid Hawai‘i State School Administrator Certificate. The Department certifies its own school-level administrators through the Hawai‘i Certification Institute of School Leaders (HICISL), which is administered by the Department’s Professional Development and Educational Research Institute. Those possessing a current, valid school-level administrator license through another state may be eligible for certification in Hawai‘i if they meet additional requirements.

Hawaiʻi Teacher Induction Center
Established in 2012, the Hawaiʻi Teacher Induction Center leads the only statewide comprehensive teacher induction program in the nation. The center helps to establish a clear framework for beginning teacher induction in Hawaiʻi and includes:
- A three-year comprehensive induction program for every beginning teacher, including two years of intensive mentoring.
- A system pairing each beginning teacher with a trained instructional mentor.
- Ongoing new teacher professional development and professional learning communities designed to meet the unique needs of the beginning teacher.
- Data collection to assess implementation and impact for continuous program improvement.
