Overview
The U.S. Department of Education has awarded the Hawaiʻi State Department of Education (HIDOE) a five-year $60 million grant aimed at advancing effective, evidence-based literacy practices in public schools. This follows a nearly $50 million five-year Comprehensive Literacy State Development (CLSD) Grant received in 2019. Language arts proficiency is a key performance indicator under the Board of Education’s 2023-29 Strategic Plan.
The purpose of the CLSD grant is to support states in creating comprehensive literacy programs to advance literacy skills, including pre-literacy skills, reading and writing, for children from birth through Grade 12, with an emphasis on disadvantaged children, English language learners and children with disabilities.
Subgrants will be available based on supporting the highest-need students to mitigate the achievement gap through exciting and innovative learning opportunities.
CLSD Grant Objectives
- Enhance birth to grade 12 literacy outcomes for our most disadvantaged students;
- Implement evidence-based literacy practices with fidelity;
- Ensure subgrantees develop evidence-based literacy plans;
- Enhance data-driven decision-making; and
- Engage families in supporting their childrenʻs literacy development
Funds will be used:
- To address literacy needs of students and families;
- To implement the activities that were articulated in the full proposal;
- For additional staff necessary to implement the approved activities;
- For costs for services, supplies, materials, and equipment necessary to implement the approved activities.
