{"id":67,"date":"2024-09-04T22:37:59","date_gmt":"2024-09-04T22:37:59","guid":{"rendered":"https:\/\/hawaiipublicschools.org\/?page_id=67"},"modified":"2026-07-31T08:32:43","modified_gmt":"2026-07-31T18:32:43","slug":"express-county-bus-pass-program","status":"publish","type":"page","link":"https:\/\/hawaiipublicschools.org\/zh_tw\/school-services\/express-county-bus-pass-program\/","title":{"rendered":"EXPRESS \u7e23\u5df4\u58eb\u901a\u884c\u8b49\u8a08\u5283"},"content":{"rendered":"<p class=\"intro\" style=\"font-size:clamp(0.875rem, 0.875rem + ((1vw - 0.2rem) * 0.531), 1.3rem);\">The Department continues to partner with the four counties in a collaborative effort to provide transportation options for HIDOE students.\u00a0<br><br>The EXPRESS program\u2013which stands for <a href=\"https:\/\/iportal.k12.hi.us\/express\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u64f4\u5927\u4e58\u5ba2\u91cf\u4ee5\u6559\u80b2\u5b78\u6821\u5b78\u751f<\/a>\u2014was piloted in the 2022\u201323 school year to help mitigate the impacts of the ongoing national school bus driver shortage. Extending to school year 2026-27, EXPRESS will continue availability to students attending middle and\/or intermediate and high schools statewide.<br><br>The Department has extended this transportation option as a courtesy to support families; however, it is not a mandated service.\u00a0\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-left\">\u8cc7\u683c<\/h2>\n\n\n\n<p class=\"has-text-align-left\"><strong>\u514d\u8cbb\u7e23\u901a\u884c\u8b49\u7533\u8acb\u4eba\u8cc7\u683c\u7684\u91cd\u8981\u66f4\u65b0<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be a Hawai\u02bbi public school student attending middle and\/or intermediate or high school with an active HIDOE ID number; and<\/li>\n\n\n\n<li>Attend their home school (no Geographical Exemptions); and<\/li>\n\n\n\n<li>Reside 1.5 miles or more from their home school in their public school attendance area.&nbsp; Walkzone is calculated from the recorded home address in Infinite Campus to the nearest public access for the school campus (not from the main office).<\/li>\n<\/ul>\n\n\n\n<p>The application period will open on July 13, 2026, and close on April 30, 2027.&nbsp;<\/p>\n\n\n\n<p>If your child has an Individualized Education Plan (IEP) or Modified Plan (MP) that includes transportation as a related service, please contact your district educational specialist (DES) for more information.<\/p>\n\n\n\n<p>For students eligible under the McKinney-Vento Act (MVA), do not apply for an EXPRESS pass.\u00a0 All bus pass requests must be submitted using the School Bus Application form (ST-70), along with a completed, approved MV-1 form. For assistance with this process, please <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/14bLiX0YVH59fEo_IiV825fX2D0S3kiVuKN1W7WisDWo\/edit?gid=1131496463#gid=1131496463\" target=\"_blank\" rel=\"noreferrer noopener\">contact your complex area MVA liaison<\/a>.\u00a0<\/p>\n\n\n\n<p>For students attending a Kaiapuni program, please email <a href=\"mailto:stsb@k12.hi.us\" target=\"_blank\" rel=\"noreferrer noopener\">stsb@k12.hi.us<\/a> with the following information:\u00a0\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Student name;\u00a0<\/li>\n\n\n\n<li>HIDOE Student ID number (10-digits); and<\/li>\n\n\n\n<li>school.<\/li>\n<\/ul>\n\n\n\n<p>These requests must be reviewed on a manual basis due to distance from attending school.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u7533\u8acb\u6d41\u7a0b<\/h2>\n\n\n\n<p>Your student may only use <strong>one<\/strong> transportation option at a time.\u00a0<\/p>\n\n\n\n<p>If your student has an existing regular school bus pass, they will have to discontinue this service if they choose to apply for an EXPRESS pass. EXPRESS applications will be approved on an annual basis. Please choose the right option for your student as they cannot change their pass type for the remainder of the year.&nbsp;<\/p>\n\n\n\n<p>For families that do not meet the transportation eligibility criteria, please see your county\u2019s bus agencies for more information on purchasing a youth pass.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u7533\u8acb\u6b65\u9a5f<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>\u8acb\u67e5\u770b\u76f8\u61c9\u5cf6\u5dbc\u4ea4\u901a\u8fa6\u516c\u5ba4\u7db2\u7ad9\u4ee5\u7372\u53d6\u8def\u7dda\u4fe1\u606f\uff0c\u4e26\u8207\u60a8\u7684\u5b69\u5b50\u4e00\u8d77\u78ba\u5b9a\u516c\u8eca\u8def\u7dda\u3001\u6642\u9593\u548c\u5730\u9ede\u3002<\/li>\n\n\n\n<li>Check your student\u2019s transportation eligibility:\n<ul class=\"wp-block-list\">\n<li>Check the distance from your student\u2019s listed home address (as recorded in Infinite Campus) to home school.&nbsp;&nbsp;<\/li>\n\n\n\n<li>If the distance is 1.5 miles or more and your student is not attending school on a GE, then your student qualifies for a free EXPRESS pass.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Fill out an <a href=\"https:\/\/iportal.k12.hi.us\/express\/\">online application<\/a> (available until April 30, 2027). Transportation eligibility will be determined by the home and school location in Infinite Campus. You will be notified during this process if your student is approved for an EXPRESS pass.<\/li>\n\n\n\n<li>Upon application submission, passes will be available for pick up at your school office within 15 to 25 business days.&nbsp;\n<ul class=\"wp-block-list\">\n<li>Due to high volume requests, delays may occur due to printing errors and delivery time. Please plan accordingly.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>\u78ba\u5b9a\u4e26\u7df4\u7fd2\u5f80\u8fd4\u65bc\u5bb6\u548c\u5b78\u6821\u516c\u8eca\u7ad9\u7684\u5b89\u5168\u6b65\u884c\u8def\u7dda\u3002<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">\u5cf6\u5dbc\u6838\u51c6\u7533\u8acb<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u5361\u70cf<\/strong>`<strong>\u6211\uff1a<\/strong> \u7533\u8acb\u6279\u51c6\u4e26\u63d0\u4ea4\u5f8c\uff0c\u5b78\u6821\u5de5\u4f5c\u4eba\u54e1\u5c07\u901a\u77e5\u5b78\u751f\u4f55\u6642\u53ef\u4ee5\u5728\u8fa6\u516c\u5ba4\u9818\u53d6 Kaua&#039;i Bus \u6708\u7968\u3002<\/li>\n\n\n\n<li><strong>\u74e6\u80e1\u5cf6\uff1a<\/strong> \u7533\u8acb\u7372\u5f97\u6279\u51c6\u4e26\u63d0\u4ea4\u5f8c\uff0cHOLO \u5361\u5c07\u767c\u9001\u5230\u5b78\u6821\u8fa6\u516c\u5ba4\u9032\u884c\u5206\u767c\u3002<\/li>\n\n\n\n<li><strong>\u6bdb\u4f0a\u5cf6\uff1a<\/strong> \u6bdb\u4f0a\u5cf6\u5df4\u58eb\u56fa\u5b9a\u8def\u7dda\u670d\u52d9\u76ee\u524d\u5141\u8a31 24 \u6b72\u53ca\u4ee5\u4e0b\u6301\u6709\u6709\u6548\u8eab\u4efd\u8b49\u4ef6\u7684\u5b78\u751f\u514d\u8cbb\u4e58\u5750\u3002\u5b78\u751f\u9032\u5165\u8def\u7dda\u5df4\u58eb\u6642\u9808\u5411\u53f8\u6a5f\u51fa\u793a\u6709\u6548\u8eab\u5206\u8b49\u4ef6\u3002<\/li>\n\n\n\n<li><strong>\u590f\u5a01\u5937\u5cf6\uff1a<\/strong> Hele-On county bus transportation is currently fare-free until Dec. 2028. Please note responses may take time depending on the volume of questions received.<\/p>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u901a\u884c\u8b49\u7684\u6709\u6548\u671f\u9650\u662f\u591a\u4e45\uff1f<\/summary>\n<p>Passes will be valid from August 1, 2026 to May 31, 2027.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u6211\u53ef\u4ee5\u7533\u8acb\u7e23\u7d1a\u516c\u8eca\u5361\u548c\u666e\u901a\u6821\u8eca\u5361\u55ce\uff1f<\/summary>\n<p>HIDOE students may only use one (1) transportation option at a time.&nbsp;<\/p>\n\n\n\n<p>If a student has an existing regular school bus pass, they will have to discontinue this service if they choose to apply for an EXPRESS pass. EXPRESS applications will be approved on an annual basis (one time per school year).&nbsp;&nbsp;<\/p>\n\n\n\n<p>If a student chooses to cancel their EXPRESS pass at any time, they cannot re-apply for the remainder of the school year due to purchasing restrictions.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u6211\u5982\u4f55\u77e5\u9053\u8981\u642d\u4e58\u54ea\u689d\u8def\u7dda\u548c\u54ea\u5ea7\u5df4\u58eb\u7ad9\uff1f<\/summary>\n<p>\u8acb\u4f7f\u7528\u4e0b\u9762\u63d0\u4f9b\u7684\u806f\u7d61\u8cc7\u8a0a\u806f\u7d61\u5cf6\u5dbc\u7279\u5b9a\u7e23\u4ea4\u901a\u8fa6\u516c\u5ba4\u5ba2\u6236\u670d\u52d9\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u5728\u74e6\u80e1\u5cf6\uff0c\u5982\u679c\u6211\u7684\u5b69\u5b50\u5df2\u7d93\u6709 HOLO \u5361\u600e\u9ebc\u8fa6\uff1f<\/summary>\n<p>The student passes that the Department is distributing are separate from the Youth Holo Cards, but will function the same as the Holo Card on TheBus and Skyline.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Will the Hawai\u02bbi State Department of Education reimburse families for city and county bus passes already purchased?<\/summary>\n<p>\u4e0d\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u7e23\u516c\u8eca\u6708\u7968\u5305\u542b\u591a\u5c11\u6b21\u4e58\u8eca\uff1f<\/summary>\n<p>\u6708\u7968\u5305\u62ec\u6bcf\u6708\u7121\u9650\u6b21\u642d\u4e58\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u516c\u8eca\u5361\u5c07\u5982\u4f55\u767c\u653e\uff1f<\/summary>\n<p>\u901a\u884c\u8b49\u7684\u5206\u914d\u56e0\u5cf6\u5dbc\u800c\u7570\uff1a<\/p>\n\n\n\n<p><strong>Kaua\u2018i:<\/strong> \u7e23\u516c\u5171\u4ea4\u901a\u8fa6\u516c\u5ba4\u5c07\u53ca\u6642\u767c\u653e\u516c\u8eca\u5361\uff0c\u4e26\u5728\u4e0b\u500b\u6708\u7684\u7b2c\u4e00\u5929\u4e4b\u524d\u5c07\u5176\u767c\u653e\u7d66\u5b78\u6821\u3002<\/p>\n\n\n\n<p><strong>\u74e6\u80e1\u5cf6\uff1a <\/strong>Upon application review and approval, HOLO cards will be distributed to the schools and will be available for pick up within 15-25 business days. No passes are available for distribution.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u5982\u679c\u6211\u7684\u7e23\u516c\u8eca\u5361\u907a\u5931\u3001\u88ab\u7aca\u6216\u640d\u58de\u600e\u9ebc\u8fa6\uff1f<\/summary>\n<p><strong>\u5c0d\u65bc\u8003\u827e\u5cf6<\/strong><br>\u7531\u65bc\u6708\u7968\u7684\u6027\u8cea\uff0c\u6bcf\u4f4d\u5b78\u751f\u53ea\u80fd\u767c\u653e\u4e00\u5f35\u6708\u7968\u3002\u5982\u679c\u4e1f\u5931\u6216\u88ab\u76dc\uff0c\u4ed6\u5011\u5c07\u5fc5\u9808\u7b49\u5230\u4e0b\u500b\u6708\u624d\u80fd\u6536\u5230\u65b0\u7684\u3002<\/p>\n\n\n\n<p><strong>\u5c0d\u65bc\u907a\u5931\u6216\u88ab\u76dc\u7684 HOLO \u5361\uff08\u50c5\u9650\u74e6\u80e1\u5cf6\uff09<\/strong><br><em>\u9078\u9805 1\uff1a<\/em>\u00a0<a href=\"https:\/\/www.thebus.org\/Fare\/YouthFare_submitFormNew.asp\">DOE Express Replacement Card Form.<\/a> \u66f4\u63db\u662f\u514d\u8cbb\u7684\uff0c\u5c07\u5728 5-7 \u500b\u5de5\u4f5c\u5929\u5167\u90f5\u5bc4\u3002<\/p>\n\n\n\n<p><em>\u9078\u9805 2\uff1a<\/em> Go to the Transit Pass Office (at Kalihi Transit Center, corner of Middle Street and Kamehameha Hwy) between 7:30 a.m. &#8211; 4 p.m. M-F (except City Holidays).<br>\u53ef\u5728\u904e\u5883\u901a\u884c\u8b49\u8fa6\u516c\u5ba4\u8cfc\u8cb7\u66ff\u63db\u5361\uff0c\u6bcf\u5f35\u5361\u50f9\u683c\u70ba $2\u3002\u5efa\u8b70\u60a8\u4e0d\u9072\u65bc\u4e0b\u5348 3 \u9ede\u5230\u9054\uff0c\u4ee5\u514d\u6392\u968a\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u7e23\u516c\u8eca\u5361\u53ef\u4ee5\u7528\u65bc ADA \u548c\/\u6216\u8f14\u52a9\u4ea4\u901a\u670d\u52d9\u55ce\uff1f<\/summary>\n<p>County bus passes for ADA and Paratransit services are not included in this program.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Please visit the Department\u2019s <a href=\"https:\/\/hawaiipublicschools.org\/zh_tw\/school-services\/what-is-special-education\/\">\u7279\u6b8a\u6559\u80b2\u7db2\u9801 <\/a>\u4e86\u89e3\u6709\u95dc\u4ea4\u901a\u9078\u64c7\u7684\u66f4\u591a\u8cc7\u8a0a\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u666e\u901a\u6821\u8eca\u7968\u4e5f\u662f\u514d\u8cbb\u7684\u55ce\uff1f<\/summary>\n<p> The eligibility requirements for a free school bus pass have not changed. Please refer to the school <a href=\"https:\/\/hawaiipublicschools.org\/wp-content\/uploads\/SY-2026-2027-School-Bus-Application-Handbook.pdf\" data-type=\"link\" data-id=\"https:\/\/hawaiipublicschools.org\/wp-content\/uploads\/SY-2026-2027-School-Bus-Application-Handbook.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">bus application handbook<\/a> \u4e86\u89e3\u66f4\u591a\u3002<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u6211\u53ef\u4ee5\u53bb\u7e23\u4ea4\u901a\u8fa6\u516c\u5ba4\u9818\u53d6\u5b78\u751f\u8b49\u55ce\uff1f<\/summary>\n<p>No, the initial bus passes will be distributed to the school office.<\/p>\n\n\n\n<p>Please refer to the \u201cLost\/Stolen\/Damaged\u201d card procedure above regarding replacement cards.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>\u5982\u679c\u6211\u5011\u7533\u8acb\u4e86\u7e23\u516c\u8eca\u5361\u7136\u5f8c\u53c8\u6539\u8b8a\u4e3b\u610f\u600e\u9ebc\u8fa6\uff1f<\/summary>\n<p>EXPRESS applications will be approved on an annual basis.
