{"id":16885,"date":"2025-11-05T10:13:47","date_gmt":"2025-11-05T20:13:47","guid":{"rendered":"https:\/\/hawaiipublicschools.org\/?p=16885"},"modified":"2026-01-14T13:16:36","modified_gmt":"2026-01-14T23:16:36","slug":"2025-new-regulations-announced-for-electric-bicycles-on-hidoe-campuses","status":"publish","type":"post","link":"https:\/\/hawaiipublicschools.org\/tl\/2025-new-regulations-announced-for-electric-bicycles-on-hidoe-campuses\/","title":{"rendered":"New regulations announced for electric bicycles on HIDOE campuses"},"content":{"rendered":"<p>HONOLULU \u2013 The Hawai\u02bbi State Department of Education (HIDOE) has implemented new regulations governing the use of electric bicycles (e-bikes) on all Department campuses, effective immediately.<\/p>\n\n\n\n<p>\u201cThe safety of our students is always our top priority,\u201d Superintendent Keith Hayashi said. \u201cWith the growing popularity of electric bicycles and other motorized vehicles, we have seen both the convenience they provide and the risks they pose. Although e-bikes are legal for children 15 years of age and older, we are taking steps to ensure the safety of our students.\u201d<\/p>\n\n\n\n<p>\u25cf <strong>Electric motorcycles<\/strong>: Electric motorcycles, sometimes called e-motorcycles, electric dirt bikes, or recreational vehicles, are <strong>not allowed<\/strong> on any HIDOE campuses or properties. These vehicles can reach very high speeds\u2014well above 40 miles per hour\u2014and are not designed for student use. Unlike e-bikes, e-motorcycles do not have pedals and often have foot pegs instead. This restriction also applies to e-motorcycles that have fake e-bike pedals, also known as \u201cghost pedals\u201d or \u201cnon-propulsion pedal kits,\u201d attached. E-motorcycles cannot be registered as e-bikes.<\/p>\n\n\n\n<p>\u25cf <strong>Elementary and middle\/intermediate schools<\/strong>: E-bikes are <strong>not allowed<\/strong> on elementary or middle\/intermediate school campuses due to the statutory age restriction placed on e-bike riders. Children under the age of 15 are not legally permitted to have or operate e-bikes under <a href=\"https:\/\/www.capitol.hawaii.gov\/hrscurrent\/Vol05_Ch0261-0319\/HRS0291C\/HRS_0291C-0143_0005.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Hawai\u02bbi Revised Statutes \u00a7 291C-143.5<\/a>.<\/p>\n\n\n\n<p>\u25cf <strong>High schools<\/strong>: For students 15 years of age and older, e-bikes <strong>are permitted <\/strong>on any HIDOE campus or property, provided they are registered and licensed by the county in which they reside, as indicated by a county-issued decal. The decal must be affixed to the e-bike on the upright post attached to the sprocket facing in the forward direction. The counties will not register, license, or issue a decal for recreational vehicles, such as e-motorcycles, because they do not meet the definition of a bicycle. Any e-bike without a properly issued decal shall be confiscated, returned to the student\u2019s parent, and prohibited from entry on all Department campuses and properties until properly registered and licensed.<\/p>\n\n\n\n<p>Schools have begun to notify families of these new regulations this week. <a href=\"\/wp-content\/uploads\/2025-11-3-E-Bikes-Parent-Letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">See parent letter<\/a> (PDF) from Superintendent Hayashi.<\/p>\n\n\n\n<p><em>(Updated Nov. 20, 2025) <\/em>The following clarifications on e-scooters should be made:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The regulations do not address e-scooters.<\/li>\n\n\n\n<li>The regulations govern only student conduct to address concerns about student safety. Although the physical safety of employees and parents is always a concern, this memorandum does not govern their conduct.<\/li>\n\n\n\n<li>Schools are expected to enforce all federal, state, and local laws, including laws governing e-scooters. Section 291C-139(d) of the Hawai\u02bbi Revised Statutes prohibits any person under fifteen years of age from operating an e-scooter on public property.
