{"id":67,"date":"2024-09-04T22:37:59","date_gmt":"2024-09-04T22:37:59","guid":{"rendered":"https:\/\/hawaiipublicschools.org\/?page_id=67"},"modified":"2026-07-31T08:32:43","modified_gmt":"2026-07-31T18:32:43","slug":"express-county-bus-pass-program","status":"publish","type":"page","link":"https:\/\/hawaiipublicschools.org\/sm\/school-services\/express-county-bus-pass-program\/","title":{"rendered":"Polokalama Pasi pasi a le Itumalo EXPRESS"},"content":{"rendered":"<p class=\"intro\" style=\"font-size:clamp(0.875rem, 0.875rem + ((1vw - 0.2rem) * 0.531), 1.3rem);\">The Department continues to partner with the four counties in a collaborative effort to provide transportation options for HIDOE students.\u00a0<br><br>The EXPRESS program\u2013which stands for <a href=\"https:\/\/iportal.k12.hi.us\/express\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fa&#039;alautele le &#039;au ti&#039;eti&#039;e e a&#039;oa&#039;o ai Tamaiti A&#039;oga i A&#039;oga<\/a>\u2014was piloted in the 2022\u201323 school year to help mitigate the impacts of the ongoing national school bus driver shortage. Extending to school year 2026-27, EXPRESS will continue availability to students attending middle and\/or intermediate and high schools statewide.<br><br>The Department has extended this transportation option as a courtesy to support families; however, it is not a mandated service.\u00a0\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-left\">agavaa<\/h2>\n\n\n\n<p class=\"has-text-align-left\"><strong>Fa&#039;afouga taua o le agava&#039;a mo tagata talosaga pasi a le itumalo e leai se totogi<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be a Hawai\u02bbi public school student attending middle and\/or intermediate or high school with an active HIDOE ID number; and<\/li>\n\n\n\n<li>Attend their home school (no Geographical Exemptions); and<\/li>\n\n\n\n<li>Reside 1.5 miles or more from their home school in their public school attendance area.&nbsp; Walkzone is calculated from the recorded home address in Infinite Campus to the nearest public access for the school campus (not from the main office).<\/li>\n<\/ul>\n\n\n\n<p>The application period will open on July 13, 2026, and close on April 30, 2027.&nbsp;<\/p>\n\n\n\n<p>If your child has an Individualized Education Plan (IEP) or Modified Plan (MP) that includes transportation as a related service, please contact your district educational specialist (DES) for more information.<\/p>\n\n\n\n<p>For students eligible under the McKinney-Vento Act (MVA), do not apply for an EXPRESS pass.\u00a0 All bus pass requests must be submitted using the School Bus Application form (ST-70), along with a completed, approved MV-1 form. For assistance with this process, please <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/14bLiX0YVH59fEo_IiV825fX2D0S3kiVuKN1W7WisDWo\/edit?gid=1131496463#gid=1131496463\" target=\"_blank\" rel=\"noreferrer noopener\">contact your complex area MVA liaison<\/a>.\u00a0<\/p>\n\n\n\n<p>For students attending a Kaiapuni program, please email <a href=\"mailto:stsb@k12.hi.us\" target=\"_blank\" rel=\"noreferrer noopener\">stsb@k12.hi.us<\/a> with the following information:\u00a0\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Student name;\u00a0<\/li>\n\n\n\n<li>HIDOE Student ID number (10-digits); and<\/li>\n\n\n\n<li>school.<\/li>\n<\/ul>\n\n\n\n<p>These requests must be reviewed on a manual basis due to distance from attending school.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fa&#039;agasologa o talosaga<\/h2>\n\n\n\n<p>Your student may only use <strong>one<\/strong> transportation option at a time.\u00a0<\/p>\n\n\n\n<p>If your student has an existing regular school bus pass, they will have to discontinue this service if they choose to apply for an EXPRESS pass. EXPRESS applications will be approved on an annual basis. Transportation eligibility will be determined by the home and school location in Infinite Campus. You will be notified during this process if your student is approved for an EXPRESS pass.<\/li>\n\n\n\n<li>Upon application submission, passes will be available for pick up at your school office within 15 to 25 business days.&nbsp;\n<ul class=\"wp-block-list\">\n<li>Due to high volume requests, delays may occur due to printing errors and delivery time.
